In a large bowl combine egg, ¼ cup soy sauce, and ¾ cup cornstarch. Mix well. It will be a thick batter. Add the chicken pieces to coat.
In a medium bowl combine al of the sauce ingredients. Mix well and set aside.
Heat oil in a deep-fryer to 375 degrees Add about 8 pieces of chicken to the hot oil, allowing any excess batter to drip off and fry until golden brown and fully cooked (the internal temperature has reached 165 degrees F). Drain on a plate lined with paper towels.
While the chicken is frying. Add a little bit of a oil to a wok or skillet. Add the green onions and chili peppers and stir-fry for 30 seconds. Stir in the sauce mixture and cook until thicken and bubbly. Toss the chicken with the prepared sauce and serve.
